Senator David Pocock
Has the government asked the department to conduct any further work on responding to or implementing any of the other recommendations from the Murphy report?
Speaker 17
Uh Senator, no, the government has not.
Senator David Pocock
No. Okay. So all done on Murphy. Um data or research will the department uh monitor commission to evaluate the results of this policy ahead of the statutory
Speaker 17
Uh Senator, um the Department anticipates uh that that's a matter that the Department is starting to work through in terms of uh ongoing monitoring of how implementation of the reforms is tracking uh that's work we will undertake in collaboration with the ACMA as you've flagged, there is a three-year statutory review required after three years.
Senator David Pocock
Will there be a plan for evidence generation? When can we expect something?
Ms Sarah Vandenbroek
Uh there will be. We haven't worked through that. We are still working through the rules that are required and the guidance and the other um things that were needed before we get to implementation and then we will start working on the plan for capturing data for the evaluation.
Speaker 17
Um not at this time, no.
Senator David Pocock
Okay. Um just back to ad stop. Um you don't know if it'll actually be advertised to consumers.
Ms Sarah Vandenbroek
Um I would imagine it will be promoted. We haven't worked through the detail of what that looks like with the minister or with the ACMA as yet.
Senator David Pocock
And as as it's currently set up, who who pays for that? It will be the government taxpayers?
Mr David Mackay
No. Uh Senator Girls, the advertising opt-out register um is costs are provided for from an industry levy. Um the interactive gambling cost recovery levy act provides for an industry levy to fund the opt-out register.
Senator David Pocock
But Mr. Mackay, I remember when this was going through the Senate. I think there were crossbench tried to move amendments to ensure that the levy could actually promote bet stop. I moved that amendment. The government voted last time. Against that. The levy bill didn't say that you could use the levy for promotion. So you can use the levy for promotion of bet stop.
Mr David Mackay
I'm sorry if I misunderstood your question. I understood you to be asking about the costs of the register.
Senator David Pocock
No, no, to promote it. It's all good having it's one thing I would register, but if people don't actually know how to access it, it's a bit pointless.
Speaker 17
Senator, the uh the the act provides that the cost recovery will include establishment operation administrative.
Senator David Pocock
I'm sorry, ad stop, not bet stops.
Speaker 17
Yeah. Uh the cost recovery will include establishment operation, administration, and enforcement of the register.
Senator David Pocock
And what?
Speaker 17
And enforcement of the register.
Senator David Pocock
Yeah, but um what about the promotion? Sure. So taxpayers are going to have to promote this ad stop register to stop them from the harms of a predatory industry because we haven't had the gumption to actually stand up to them.
Mr David Mackay
Um Senator, my understanding is that um the reference to administration that Ms. Panagoda just quoted uh would cover costs of promotion. We can confirm that for your notice, but I would have that to be part of administrating administering the scheme.
Senator David Pocock
Okay. Please please can you confirm that on notice? Thank you, Chair.
