The ATO discusses the impact of the credit card ban on small business cash flow and acknowledges that earlier stakeholder engagement could have improved the transition.
>> It was an option. So in July um it wasan option um but your evidence is thatas a decision wasn't actually made untilshortly before the 1st of October whichis when it was announced. Is that
Rob Heferen
>> We came to our decision or I guess wenot use the wei. Uh I came to thedecision based on obviously on advicefrom uh my uh senior executive that onthe 25th of September decided that wasthe point at which um uh we would do thepropose the uh not accepting creditcards anymore postum uh post 30 November.

>> Well, a lot of small businesses arecomplaining about the ATO not havingtold them earlier. So, let's hope youjust cleared your name with all of them.
Rob Heferen
>> And Senator, if I could, I think, um,uh, I mean, hindsight's a wonderful>> Always is. And I I think to be fair withthe benefit of hindsightwe wouldhave if I had this time over again ofcourse I won't because the you know it'sa different world but um in a similarsituationwhen we had the numbers about whoactually paid by credit card and I Iknow it's on the in the publicdiscussion that um of credit card itsaid about 15 billion's paid so whatrelatively small proportion of theoverall tax revenue of small business.5% of small business would use a creditcard, 2% of individuals. The value ofcredit card payments around 60% of thevalue is from large corporate andprivate and wealthy taxpayers. So on that and basis only 5% of smallbusiness would be affected. Um we wewent down the path and went down as withthe benefit of hindsight and um you knowone always hopes to live a bit longer toget a bit wiser at an early stage ifwe'd had uh a much more openconversation with relevant stakeholdersto really put the position and say okaywith the search charge banum we won't be able to obviously wecan't pass the search charge on thatleaves us in a bit of a problem now as arelatively small number of taxpayers. Uhand I think maybe that uh conversationcould have could have operated in such away toum not quite crowdsource but get getinput from um stakeholders who actuallywant the system to work wellum to then say well what are these otheroptions and particularly one of thethings we've heard is that uh peoplewould use their credit card to managetheir cash flow. Now when I heard that Ihad uh I had jumped to the conclusionmanaging cash flow related to asituation where um a person or abusiness might be struggling and theneed of the credit card to help themI I think along with a lot of otherswould think well actually if you'restruggling you aren't going to be ableto pay uh what's owed on time. on thecredit card would be a a pretty riskyway of finance because you're waitingfor something to come and it doesn'tcome in. You're then subject to the veryhefty interest charge in the creditcard. So, um but of course now I'velearned that the managing the cash flowis not about people who are necessarilystruggling, but it's about people whosimply um uh you know they can get theuse of the interest rate period on thecredit card to help them manage theirHad we had that discussion earlier on,there may have been things we could doin the um in the payment system umdeferrals of payment um uh automaticremission of general interest charge andso forth that that happens in othercircumstances when business are introuble. I'm not suggesting that wouldnecessarily be a path go down, but justto make the point that earlierengagement with affected stakeholders umon the base of not of here's here's asolution and you have some time toadjust but rather on the basis of sayinglook here's a problem and it's a systemproblem and trying to engage people inhow to have that solved. If we got theright stakeholders, including of coursesome uh Beefio, the Australian smallbusiness and family enterpriseombbudsman, um we may well have been ina different situation. Um of course wedidn't. uh and and things show thatwe're not in that situation. But but Ijust would like to say that um uh thethe the experience we had the experiencewe have now if we'dguess we had the similar thing happen tous again I think would be more active intrying to engage with people earlierrather and rather from the point of viewhere's a solution you have now time toadjust actually engage in the theproblem solving activity itself. Yeah,
