in the special accounts? Sorry, Senator will you is that uh page >> home page page 12 table 1.1.

Mr. Matthew Gson

Uh so Senator I think that is just the uh receipts to the uh special accounts um because all of the bio security related expenditure goes through a mechanism through the special account

Speaker 5

which is >> I get that but this is this $190 million extra cuz the estimate was $749 and then sort of I'm taking this table I think the next column says proposed additional estimates and and so at budget the special accounts had receipts of 750 million odd and now gone up by 190 million to 940.

Mr. Matthew Gson

Um 2 seconds and I'll see >> um Senator the the team is just triple checking what the basis of that

Speaker 5

estimate's variation. or maybe they can come back to me while we're still in corporate. So, I've got more questions. Uh, let me just find my place now. Sorry. Um, uh, yeah, I was going to ask about the Sorry. Oh, yeah. Uh, no, that's not there. 45. Okay, I might move on. Um, just on the footnotes to that table, uh, well, on page 14,

Speaker 9

um,

Speaker 5

uh, footnote C says that, um, I think C relates to prior year appropriations. C says that um uh 70 million of departmental appropriations and 112 million of administrative approach appropriations have been excluded uh due to quarantine by the department of finance. What what's that? What what

Mr. Matthew Gson

are those exclusions? >> Uh so senator they will be exclusions relating to what we just mentioned before with regards to the steps project. For example, where we reduce or reclassify something from operating into capital, Department of Finance will go in and put a section what they call a section 51 quarantine on that money so that we cannot access that operating appropriation when they reappropriate it to us as equity. Um there will be other uh amounts within that for example uh the amount I referred to before with the whole of government election commitment saving uh and I will correct I was it's at 15.2 2 million for the current year not 15.4 four which I mentioned before um similarly those kind of quarantines get put through so that's a mechanism used by finance um why that is reflected in this table is I think the difference between what is legally available versus what is put it through an administrative

Speaker 5

quarantine okay all right moving on to table 1.1 on page 15 uh GC has an additional 46 million this um in additional estimates what's that

Mr. Matthew Gson

Uh, Senator, I I will check, but I think that is an update to their revenue estimate so that that when they um uh I might just need to double check on that

Speaker 13

one again. It's just a fair increase up in the matching funds. It

Speaker 5

>> it could be Senator. Yeah. >> Right. Cuz levies have gone up, haven't

Speaker 13

they? >> Because we had another 20 million ton plus crop in WAR.

Speaker 5

>> Right. Okay. >> And we have the levy rates changed. Some some levies I wanted to come to that later, but some levies have changed in the budget, haven't they? >> Uh some additional estimates. Sorry. >> Yes, sir. >> Not sure if I saw grains, but anyway.

Mr. Matthew Gson

hasn't. >> No, the grains. >> No, the the grains levy hasn't. It'll be driven by volumes.

Speaker 5

>> Volume. >> All right. Well, maybe we can ask them later. And wine Australia below that says 10 million.

Mr. Matthew Gson

>> Uh I think that's representative of the um the grant that we provide them. Senator, we had to disclose that in there. I think it's the wine cellor grant.

Speaker 5

>> Okay. All right. Um, uh, just going to page 48. Um, I think it's your income statement. I'm just getting there myself. Uh, just made a note of it. Um, so yeah, your comprehensive income statement. Um the from last financial year to this financial year there's quite a large drop in employee benefits but a pretty much offsetting increase in supplies costs. Why is that?
