>> Minister on four corners. You quotedyour you was your voice. Uh there's beena reckoning in the system over the past12 months changing in no small partbecause of the way in which you haveshone a light to the problems in earlylearning. Given that the department hassaid that it does not hold or haveaccess to national data on theprevalence of abuse and neglect, whatinformation is the government using toidentify problems across the sector andhow does it ensure that those problemscome to light without a media
Senator Jess Walsh
Um, Senator, I think there's a there's adifferent sort of streams of answer tothat. Um, and I know I know you likeshort answers, but it's, you know, it'sa big and important.
Senator Matt O'Sullivan
>> I'm happy if you'd explore if you can bedirect though to the question.
Senator Jess Walsh
>> So, I think um there's a there's athere's a few things. one is that thereforms that we've put in place um whichwere recommended to us to to keepchildren safe um are on track and are ontime. So there's a sort of um there's abody of work around what were therecommendations, you know, are weimplementing them? Are they on track andon time? Um and all of that informationis publicly available.Um and then I think you know there's awhole body of work around uh informationthat is available on issues in servicesum which is published um as I think youwould be aware by squa um but which wehave also um made availableum as part of the reforms that we'vewe've made to to parents so that theyhave information um about what is goingon in their services.Um and then I think you know in inrelation toI think the particular offenders thatyou're talking talking about thereparticularly you know the um reallyhorrific sorts of offenses that we'veI am, you know, briefed from time totime as we as we know from the AFP.Uh and what the AFP have said to me inthe last um briefing that I've had withthem is effectively that the changesthat we're putting in place are breakingthe business model of these sorts ofperpetrators.Um because um some time ago um there wasif you like something of a sort of arevolving door of people coming in andout of the sector. There was really highworkforce um turnover. Um and that wasyou know a significant problem. Um thepay rise that we've put in place whichstabilizes the sector is incrediblyimportant to that. It's not always seenas a safety measure. Um but it isfoundational to to keeping childrensafe. Um and then if you um sort ofconsiderwhat now occurs in early learningservices because of the reforms thatwe've put in place, if you're this sortof um perpetrator and according to umadvice from the AFP,um you know, not only do you need to,you know, be be qualified and you know, apply for a position um in a service, you will now be um on a register umwhich is the the first ever register ofcourse of early childhood educatorswhich allows regulators to track ummovements across the service. Um everysingle person that you're working withand alongsideum will have been trained to recognizeyou um and the behaviors that you areexhibiting in that service. um you willnot be able to um you know and these aredifficult issues to talk about but youwill not be able to have a device umwith you in that service um that are sooften implicated in these sorts ofoffenses. Um your providerum you know will um have triple thepenalties than they had before for anyany um breach um which puts providers onnotice. So um I am really confident thatthe reforms that we have put in placeare the right reforms. They're on track. They're working. The data that we dohave says that more services than ever umeeting and exceeding the nationalquality standards which is importantdata. Um but we would never say Senatorthat it's job done. You know, we'd neversay that the work is done. We alwaysneed to to do more to to keep childrensafe.
Senator Marielle Smith
