>> Just going to your submission um this isa IU. You have noted that the bill wouldequate to an overall reduction inindependence due to the integration ofthe higher education standards panelinto a tech. Um and quite a few peoplehave raised that concern with me. It'slike seven associate professors orprofessors uh advising um TEXA on umstandards uh and this bill basicallyabolishes that and it it's not clearlike how this expertise is going to thenbe uh in a tech because there are noguardrails really to protect itsexpertise experience in independence. Umso what what kind of impact uh will thisloss of independent expert advice haveand again should there be an explicitamendment in this bill to ensure thatthe expertise is retained in some wayshape or form in tech?
Paul Harris
>> Yes, we would absolutely recommend that.Um we think the the provision ofindependent advice on the thresholdstandards is really critical for thewhole sector. Um we think it's criticalfor universities but also for theregulator TEXA to do its job inregulating against the thresholdstandards. Um the legislation does givethe ATH a power to establish advisorycommittees but we think it should bemade explicit that there should be anadvisory committee focusing on thethreshold standards. Um and then wewould be happy for that to be broughttogether under the umbrella of the ATH.
Mehreen Faruqi
And just coming back to you MissThompson, the group of eight submissionnotes that robust governance structuresare essential for the ATH. Could youmind expanding? Would you mind expanding
Vicki Thomson
Well, I mean it's fairlyself-explanatory that we have to havepublic confidence. There is, you know, achallenge at the moment for our sectorin terms of confidence and publicconfidence more broadly. And so to buildthat public trust and sector confidence,it must have robust reporting andperformance measures which goes to theindependence issue that we talked aboutright at the beginning. Um thatdecision- making should be data driven. There should be strong uh uh structuredconsultation with stakeholders and thepublication of the advice provided togovernment. So that transparency becauseif it's going to be which it is asteward of funding frameworks uh and andreform we we believe that transparencyopenness and independence are absolutelycritical to um to to that to those
Mehreen Faruqi
>> Um I know that the bill has umexplicitly a first nations commissionerand I think that's a really good thing.Um but do you think the bill also needsto ensure and I think this happened whenJSA was set up um ensure that highereducation appropriately reflects otherdiversity as well such as culturally andracially marginalized people, LGBTQIAplus people, people with disabilities.
Paul Harris
So we I'll I'll just make a quickcomment and then pass over to ProfessorWilliams. But we think one of the reallypositive things about the Achelegislation is the emphasis onaccessibility and equity in our highereducation system and specificallylooking at those groups that are underreppresented in our universities andhigher education system. And so we wouldlike to see that as a clear focus of thework of the ATH. Um and ProfessorWilliams if you want to add anything to

that. Look, I I I absolutely agree whereyou're coming from, Senator, and theyare exactly the groups that the systemneeds to serve who benefit most fromhigher education, but I just say, ofcourse, we're not creating a humanrights commission here where you wouldlook for more overt commissioners andthe like. And I think the key is that atech has a very clear mandate to servethose groups. I I think it's justifiedto have a focus on First Nations in theway that's occurring. But personally, Ithink that is sufficient, includingbecause it's just you get into thisendless decision as to who's in andwho's out. Um what matters more is theambit and focus of the body and thestewardship that it will provide for allof those people.
Mehreen Faruqi
>> Yeah. But those people need to beincluded in the body to be able toprovide that stewardship uh and makingit explicit. Uh I think that's all thequestions I have.
