Hon Jonathon Duniam

>> Welcome back. Um, last time we caught up, we talked about uh goals and targets and plans, and I just wondered where we're at on that journey to reaching those uh goals, targets, and plans.

Amber Shuhyta

>> Thank you, Senator. You'll be very pleased. We have developed an outcomes framework >> uh with states and territories that is not released yet. [music] Um that is planned for release with my uh annual

Hon Jonathon Duniam

report. And is that in the normal time frame of annual reports? So sometime from October onward or

Interjection

>> Yes.

Hon Jonathon Duniam

>> Do you have and have you submitted that to your minister?

Amber Shuhyta

>> I haven't submitted it yet.

Hon Jonathon Duniam

>> Okay. When do you intend to submit that?

Amber Shuhyta

>> Uh I am I'm just doing the final very very final tweaks on that. uh that should be ready very soon to see.

Hon Jonathon Duniam

>> Okay. And uh so in terms of that framework does it have um tangible metrics against which we can measure success or otherwise?

Amber Shuhyta

Yes, it has um like um like many um outcome frameworks, it has some um outcome statements, some activity metrics that would um uh you know contribute to those outcomes and it has uh a range of joint targets.

Hon Jonathon Duniam

>> Okay. And is it the intention then that that framework is reported against every year or at points throughout the year?

Amber Shuhyta

How do you intend? Yeah, that's that's my intention to look at how we can then uh shape our um future reports to actually be um uh you know painting that picture of the data that we can collect to to to measure against those project progress metrics.

Hon Jonathon Duniam

>> Okay. And just uh one final question on that then uh in terms of the data you'll be collecting I gather also from states and territories as well is have we reached a sort of a what a uniform approach to collection of data.

Amber Shuhyta

>> Yeah we um I think our data collection is maturing every year. Um for this year's report, we have uh collected more information uh from states and territories than we did in my uh first report. Uh with the outcomes um framework uh that is also um sorry I'm distracted by the [laughter]

Hon Jonathon Duniam

>> he does this to all of us. >> Have you got a good side? [laughter] That's all on hand side now.

Amber Shuhyta

>> It is. It is. How embarrassing. um >> uh with the outcomes framework there is um there is I can see that there needs to be um a further development of the data that we need to collect to to truly kind of look at those progress especially around um what we've found in terms of um uh making sure we can report properly on the demand reduction side of things in terms of uh access to quit support and and those types of things. So, uh, there's enforcement statistics that are easier to report on than the,

Hon Jonathon Duniam

um, some other stuff, >> seizures and things like that. Is that what you're talking about with enforcement statistics?

Amber Shuhyta

>> Also, um, you know, store closures, uh, charges, arrests,

Hon Jonathon Duniam

>> all of those.

Amber Shuhyta

>> Yeah. All of those things that that are

Hon Jonathon Duniam

the uh consistency of data across the jurisdictions [clears throat] though, are they providing to you and the Commonwealth through you um a consistent set of data that you can then compile or are you still needing to mold that into

Amber Shuhyta

shape for your purposes? Uh no, we um we uh have a a monthly collection survey that goes out to our um state and territory partner agencies. So there's a standard um there's standard data that we collect. Um there is um >> you know there's data that we know uh can't be standardized and collected uh that we therefore don't ask for.

Hon Jonathon Duniam

>> Yeah. Okay.

Amber Shuhyta

>> Yeah. So we want to report on national aggregate figures. Yeah. Um uh so we um uh I I think we have a we have quite a quite a rich suite of of data that we collect in terms of trying to understand the response uh across the country um in terms of combating the issue.

Hon Jonathon Duniam

>> Okay. And given you're getting monthly survey responses, does that mean you'll report monthly on the way through beyond the your annual report?

Amber Shuhyta

>> Our agreement um for collecting that data is to report on an annual basis in a national aggregate. Um uh it is sometimes hard for states and territories to meet a monthly reporting schedule. So um we know that we're reporting annually. So we want to be able to maintain the flexibility for states and territories uh to uh contribute um at a pace that they need in terms of I don't want to redirect them from operations and actually doing work. Uh so we'll put it out monthly. Um uh sometimes we we most of the time we get we get all of the data in at that time. Sometimes things take um quarterly before they collect that data themselves. So there's a little bit of give and take amongst the um the responses. >> Okay. So annual is the realistic

Hon Jonathon Duniam

>> way. The reason I ask is I mean obviously we've as we've had this interchange with different outcomes in the past uh at every estimates and for those who carry on beyond me when I leave but uh you will be able to provide off the back of this survey data against your framework your reporting framework data to this committee I presume into the future

Amber Shuhyta

>> I will report on data from states and territories in my annual report

Hon Jonathon Duniam

>> but will you have more real time or up to-ate information at different points throughout the calendar year because obviously yes every October is great but there's a lot that happens in a year you know governments change wars start wars end um will we be able to get more data more regularly through this process

Amber Shuhyta

>> I will provide this committee the data that that I um uh am able to provide during the year um as I said um we have agreements with the data custodians that there's over 50 agencies that provide us data uh on the on the um terms that we report annually at a national aggregate
