Speaker 21
McDonald.>> Thank you very much, chair. And um Ihave some questions on the EPBCuh changes and um Mr. Low because youare so dutiful watching other estimateslast night. I'm sure you're going to beall over this. So well done. Um I wantedto start withsome uh data that was quoted by DQ.They've cited one of their main studiesfor the uh for picking the 15-yearthreshold for vegetationum as Thomas etal 2025.This study shows that species use ofregrowth can be anywhere from 3 to 68years.And I'm wondering what input yourdepartment has had into the legislationthat this arbitrary number of 15 years
Speaker 12
was chosen.>> Uh Senator, as you as you rightlypointed out, uh the the the work thatwas done around those particular reformswas led by DQ. Um and um and and whileas as we've said previously, we're kindof involved in discussions with themover the course of that that um thatperiod um that that research and andthem setting setting the settings aroundthose reforms were a matter for them. So
Speaker 21
can I read that means that you didn'thave input into the that last minutechange for 15 years of regrowth clearingto be added into the legislation.
Speaker 12
>> Uh I think it'd be fair to characterizethat we did have conversations over theover the period kind of that um the theEPBC reforms were being developed up. Umbut the setting of that time time
Speaker 21
period was a matter for DQ. So, wasagriculture specifically consulted onsetting a 15-year threshold forregrowth? Were you consulted on that?
Speaker 12
>> Uh, I'd have to take that on notice,Senator. Um, I believe that it did comeup over the course of the development of
Speaker 21
those reforms. So industry groups werecompletelyblindsided and by the time it becameapparent that was going to be includedin the legislation because as you'd beaware when we did the legislative thelegislation review it wasn't in there.Uh so it only was published as part ofthe draft legislation in the last coupleof days. Last Yeah, couple of days. Soif you would take on notice if theagricultural department was consultedand when>> umthat that would be excellent.>> Yeah, very happy to senator. So I had aseries of questions around um leadecologist professor David Lindmire whosaid in regard to biodiversityconservation not to do the samemanagement practices everywhere that youjust can't apply one number one age toall vegetation across the country. Umanduh the other bit of data that I wantedto read into the record was that themedian age so the same study of ThomasEtal said that the median age at whichregrowth vegetation provided 75% of therel relative value of remnant habitatwas at 36 years. So again why was thatnumber not chosen?UmI I'm yeah I'm really hoping that theagricultural department has had somevisibility of this because otherwise whohas got oversight of productivitymeasures, food security measures. We'vetalked about the growth of agriculturalexports, how will we be confident that we willcontinue to achieve those if theagricultural department hasn't had
