Senator Vanessa Bleyer
>> Uh, in September 2025,Secretary, the Australian governmentreleased Australia's national climateAnd in that document,it found that the current climate riskto the primary industries and foodsystem is rated moderate to high.Coincidentally, I'm sure in the samemonth, so also in September 2025, theDepartment of Climate Change etc.released its national adaptation plan. And in that document it says um the riskof climate change to primary industriesthat decrease productivity, quality andprofitability and increase biocuritypressures is currently rated asmoderate. So we've got two governmentfederal government reports produced inthe same month of the same year beingSeptember last year. One of which ratesthe risk of climate change to primaryindustry at moderate to high and theother which rates it at moderate. Sowhich policy are you implementing in thedepartment of agriculture?
Miss Victoria Anderson
>> Senator I think Mr. Bl might be able tohelp there.
Nick Blong
>> Uh so Senator sorry familiar with thoseuh reports and I guess the the industryitself would recognize it as being ahighly climate exposed sector. So
Senator Vanessa Bleyer
>> a Harley what I'm sorry
Nick Blong
>> climate exposed sector in terms of theimpacts of of climate change and havingto adapt>> uh to those impacts and it's a sectorboth through the R&D system that hasinvested levy payer and obviouslycommonwealth matching funds throughaddressing some of those challengesaround the impacts of climate changeacross all sectors livestock andcropping and beyond. There's also anumber of government programs which thedepartment administers that goes to thisissue as well including the futuredrought fund natural heritage trustfunded climate smart agriculture programand obviously the the matchingcontributions we make to R&D uhinvestment across the sector as well. SoI I think I I would say that the theanalysis uh that is contained in thosereports you referred to uh I guessreinforce that the sector is exposed toclimate change and it's a that's notnecessarily new news rather but it issomething that it sort of galvanizesattention around the need for the sectorto adapt to to climate change challengesand it's a sector that has been uh longinvesting in uh that task and issupported by both levy payer funds andalso government programs. as well.
Senator Vanessa Bleyer
>> And so is the Department of Agricultureimplementing the policy that climatechange is a moderate risk or a moderateto high risk to our primary industries.
Matt Lowe
>> I think Senator a different way to thinkabout that is um you know this isinformation that farmers should bethinking about and using um to managethe risk on their own enterprises. Umand then how as Mr. Blong said um thisis um I guess additional information. It's not uhboth the sector and ourselves are veryaware that the um that is is an climateexposed sector. So then our our general principle um inrelation to the programs that weadminister andor the the work that sitsin the the research and developmentsystem is about supporting farmers withthe information um and the tools thatthey can use to best manage the risksfor their own enterprise and putessentially the farmer at the center ofof managing that risk. So that could bein relation to drought resilience. Uhthat could be in relation to um extremeweather events, but ultimately um it'sabout um ensuring that they have thetools to adapt um and and theinformation available to make the bestdecisions that they can. And so our
Senator Vanessa Bleyer
farmers best respond to risksby being informed by policyimplementation. And so should our farmers who look tothe Department of Agriculture considerclimate change a moderate or a high riskto the industry in which they operate?Or are you by the answers I've heard sofar to the same question I'm having toput again? Are you not prepared to tellus what policy you are implementing?Whether you're implementing a moderaterisk policy or a high-risisk policy whenit comes to the impact of climate changeon our primary industries.>> It's a pretty straightforward question,I thought.
Matt Lowe
>> Well, it's
Senator Vanessa Bleyer
>> But you don't want to choose between thetwo reports. I understand that. Just say
Matt Lowe
information and it's it's analysisum that we use and also the sector usesum to informum how they adapt and happy to go to mycolleague to provide further commentary.
